Kaguya was and is and will forever be the FV in the Naruto MANGA. In the series as a whole I will only accept sasuke even though technically sasuke us an anti hero, toneri has weak motivation as a character and literally isn't really that impressive to me. I mean it was appealing that he can do this or that. But his motivation to do what he does is almost as weak as Obito's.

Kishimoto already said that this movie is basically " Chapter 699.5" and is "linked to the original work". No other movie is like this, hence the Last is Canon. You don't need Kishi to literally come out and say "It's canon" to be able to put the pieces of the puzzle together.
