Because she was a seemingly random, underdeveloped, anti climatic villain that came out of nowhere and had nothing to do with the message about hatred and the ongoing conflict between Indra and Ashura. She was pretty much a boring, random generic doomsday villain with crappy foreshadowing that came out of nowhere because Kishi didn't know how to kill off Madara.
Flaws in Kaguya's arc :
1. Bad timming -
Foreshadowing of Kaguya's come back/ressurection was actually pretty good, however the timing for binging her back was horribly. I mean Uchiha Madara who just gained Ultimate power was taken out by Kaguya's will without showing anything of his power magnitude.
Solution: Kishi should have let Madara fought against Naruto and Sasuke showing his all powers, then when Madara was weakened Black Zetsu should strike him. It woul be nice repeat of Madara "stabbing" Obito when he was the weakest. It would make Madara's fans pleased with Madara's fight and Kaguya's return would be more exciting. Another possibility would be stating in Manga that after casting IT caster is left powerless or close to powerless having some cooldown time until power return, then he would have done what he has done but Madara's fans would still rage.
Solution: Kishi should have let Madara fought against Naruto and Sasuke showing his all powers, then when Madara was weakened Black Zetsu should strike him. It woul be nice repeat of Madara "stabbing" Obito when he was the weakest. It would make Madara's fans pleased with Madara's fight and Kaguya's return would be more exciting. 2. No purpouse of Black Zetsu in battle against Kaguya
- He has no point, as all him recording shinobi battles whole manga has no impact on Kaguya's fighting style or battle smartkness.
Solution: Kishi should make Black Zetsu absorbed back by Kaguya. Kaguya should have all BZ dialogs which would solve character development. Kishi wouldn't make Kaguya chakra obesesive but rather hating humankind for wars and trying to turn everyone in slave under her control or wiping out humankind from planet.
Kaguya should also explain reason for Zetsu's army and get few flashbacks.

3. Hiding Sasuke's abilties at all cost
- This is the main point why Kaguya's battle sucked. Until Kaguya separated them the battle was interesting and nice. Due to Sasuke showing little to none new abilties Kishi had to keep Kaguya away from him. It caused Kaguya vs Naruto battle while Sasuke had to be retrieved which caused Kaguya's nerfing for Naruto to be able to keep up with her.
Solution: After she separated them and trapped Naruto with Dimenssion World attack as being one with nature she should went straight for Sasuke as he was alone. It would show Sasuke and Naruto's performances against Kaguya so readers would enjoy the battle and compare. After fight against Sasuke Kaguya would comes back to Naruto wanting to finish him as Sasuke would somehow escape to her other dimenssion. While Kaguya fought Naruto Sasuke would be retireved fast so they would once again fighting her

4. Too short battle after power up
- One of the greatest issues, Kaguya just recieved power up at the same time when Kakashi was gifted with Obito's power up, however it was only for one chapter to later fade away.
Solution: Either prolong the battle and not rushing plot or without giving power up and maker her loss faster and in more reasonable way

5. Immortality concept
- I am not sure if most of people agree with me, but introducing immortality concept in Madara or Kaguya's case was horrible move, as it took away most of danger, thrill comming from battle. We know that noone attack besides seal can work.
Solution: Never introduce true immortality instead replacing it with incredible power with eternal life and insane regeneration. he battle would be much more enjoyable and effective.

6. Stage up for Naruto vs Sasuke battle
- The whole purpouse of Kaguya arc seems for Sasuke to finally take up decision what to do, while developing Rinnegan abilities. It seems Kaguya who HAD SO MUCH POTENTIAL was wasted for Team 7 teamwork as well, which was really terrible move.
Solution: Postpon Naruto vs Sasuke battle and place it after time skip. Make them fight Kaguya in two seperate dimenssion so we readers would know all of them moves, while they would be clueless against each other potential.

7. Boring/black character and lack of personality
- The whole purpouse of Kaguya arc seemed like some filler character being canon who had not motive and none of personality just super powerfull monster in humanoid form. It seems Kaguya who HAD SO MUCH POTENTIAL was wasted for Team 7 teamwork as well, which was really terrible move.

Conclusion: Pointless existence of BZ in fight, hiding Sasuke's skills and holding back all characters along with bad timming and immortality concept as cheery at the top of cake brought this arc to utter shame.
In the end Kaguya arc was only used for Kishi to accomplish two goals:
- end Madara as Kishi didn't know how to deal with him
- prolong manga and give Kishimoto time to show Naruto skills and some fanservice while preparing for Naruto vs Sasuke battle
Even Kishi himself admits failure writting with wasting/throwing away all possible Potential Kaguya or rather the Madara, Kaguya battles could bring out:

Sasuke wants to find out how her plan for revival was executed the first time around so it could be avoided in the future. Sadly I would like it to be like that.
However I am afraid I would made much better job with Kaguya arc, as already proved through my predictions and being respected by other fans on this thread

Never said anything other than "chakra" "I must have all chakra" "gimme your chakra". On top of that she was stupid and need black zetsu to tell her how to do everything. Like how did this women ever be the strongest in the world and still be this stupid. Further more her appearance made the final anti climatic, instead of madara being the final we got a villain with little to no back story jump in out of nowhere and gets defeated without knowing her purpose or goal for doing all this.
