Out of all the villains we have seen so far, and especially the big time ones, Madara is the only one to accomplish his ultimate mindset.
1). Orochimaru - Wanted to be immortal and user of all techniques in the world. Even though he said it himself, its impossible, but lets look in how he did so far:
-Wanted to harness Sage Mode and failed
-Wanted to gain Itachi's body and failed
-Wanted to gain Kimimaro's KKG and failed
-Wanted to gain Sasuke's body and failed
He failed big time in every way and in funny ways. Orochimaru is the biggest failure of all villains. He hasn't accomplished anything towards his ultimate goal.
2). Pain - Wanted to gather all Bijuu in the world and merge them to Gedo Mazo to make use of the forbidden Jutsu that will lead to destruction, thus establishing his so called ''peace''. Pain was quite close to achieving his goal, but was later defeated and TNJ by Naruto. There goes his failure.
3). Danzo - Even if you don't count him as a villain, for me, he is a villain, so I don't care what you think. Danzo wanted to become Hokage, so he can rule the Shinobi world under his control. So far, it went well temporarily, until he got caught and ran from Sasuke and ended up committing suicide.
4). Obito - Like Madara, he wanted the Eye Moon Project. Obito was very close to achieving his goal, until being TNJ by Naruto.
Now lets look at Madara and how much he has achieved for his ultimate plan:
Achievement:
-Stole Hashirama's DNA
-Awoken the Rinnegan
-Summoned Gedo Mazo
-Killed Rin and manipulated Obito through the Puppet Curse Seal
-Captured all Bijuu and became the Jinchuuriki of Shinju after revived by Rinne Tensie
-Finally, he casts the Infinite Tsukuyomi
Failure:
-Revived by Edo Tensie
To put simply, Madara shows he is better villain by accomplishing what he wanted, wheres all the others have failed. Dat Madara
