Yes, but Hiruzen isn't like Naruto.... Using Kagebushin takes a huge amount of Chakra, Chakra that could've been focused into
using the Reaper Death Seal on Orochimaru, without worry & a much lower chance of failure.

Go look at the battle.... Not high level as in what you see today, as most Jutsu you see at the end of Shippuden are beyond S-Ranked..

All Jutsu he used were B-Ranked, minus the Reaper Death Seal. Especially Kagebushin, which cuts your Chakra indefinitely between the amount of clones used.

Weighing what he did vs 2 dolls without their own fighting mindset but only their jutsu isn't hard.

Rank scaling is BS. Shuriken Kage Bunshin and Red Crimson Barrier are both A Rank. Look at the power difference.

I'd actually say Shizune's dokugiri is much more a threat than shuriken kage bunshin.
But the point being that Hiruzen actually did NOT use any high ranking jutsu but shiki fuujin(a suicide jutsu) and the pathetic shuriken jutsu.
