I doubt that he could. It depends though I suppose... When Madara absorbed the Shinju he became immortal so I guess he should be able. Answer is yes. He will require some regeneration, does that count if he must regenerate? If he can't regenerate than he can't tank it. (By that I mean he will need to regenerate, if you don't allow regeneration as apart of tanking than he can't.)

Nah they weren't above him XD Naruto only had Kurama with a lot of nature power, Sasuke had chakra from 9 bijuu.

Regeneration... There is a difference between an human body, a real tough human body, and a Juubi Jin's body. In this case, Madara's resistance and regeneration prowess will tank that arrow, even though it will rips him badly, he'd still regenerate shortly. Juubi Jins canno't be killed that easily.
Naruto's rasengans stalemated with that arrow.
