Itachi doesn't have any counters for Deva or Preta path and I believe Obito was too cunning with too many resources. His Kamui, all his sharingans for Izanagi, mokuton, gedo mazou, Madara's fan, info from black zetsu, any tailed beast he could choose from, etc. Madara's susano'o outmatched Itachi's and Itachi did not have the means to see Limbo or as I said earlier, to counter deva or preta.

So, I'd say probably not.

I don't know if you actually read the panels properly, or just skip over the words; but it was clearly stated by Tobi that Itachi was holding back severely. He was toying with Sasuke like a marionette on a string. If he had wanted to, he would have stomped Sasuke in their fight.

I believe his words were that if Itachi wanted him dead then he'd be dead. I agree. Itachi could have Totsuka sealed him. That still does not change the fact hes slightly above Hebi Sasuke level though. Still does not change his chakra reserves are tiny either.
