That is not Chunin Exams Gaara, he developed this technique afterwards at the end of Part 1 during Sasuke Retrieval Arc, and based on the databook, Gaara was stronger than Neji at that time, but during the Chunin Neji has the upper hand.

In my opinion, Rotation easily counters all sand attacks in any angle of three sixty degrees. 64 palms can also pierce sand armour mid-dif, and seeing how Gaara is inexperienced with taijutsu, he wouldn't bare a proper counter against Neji's speedy blows. Gaara's only actual chance is a quick sand attack which to my intellect isn't even a canon attack though I may be wrong. Gaara can also fight Neji via flight using sand if he's able to get into air fast enough without Neji cutting off his chakra flow. Then again even in air would Gaara only be able to use long Distant sand attacks which as I said earlier Neji can counter via Rotation. Gaara's only chance would be to attack between Rotation intervals. Neji wins mid-high dif, gg. Thread Host joins the Debate, come at me.

As byakugan would inable neji to see this massive chakra build up before the attack an the fact that he knows wat gaara is capable of, then am sure he would of already dashed away to avoid being crushed but ultimately has to face a air-born gaara

My earlier post up there was implying that Neji could in fact beat Gaara, however I do agree that SRA Gaara could defeat Neji mid-dif. In CE, All of Gaara's attacks are easily succumbed to counters via Neji's Rotation, no matter if Gaara were air born ext. Being air born would help in no way because his efforts would go without affect, because of Rotation.
