No...keep in mind that madara is in a league of his own when compared to pain. Besides that pain wasn't even full power negato, it was chakra split by negato. If full power (original pain A.K.A negato) had used it then Tsunade would have probably BARELY saved the people, now when it comes to Madara, just no not because "oh it's madara the solo lord of solo lords" it's because in terms of raw power Madara is just folds stronger than negato. The trajectory of his technique would have crushed everyone regardless, every single rib and muscle would've been blasted in that cataclysmic technique.

Look how much chakra it took for her to save the shinobi of the leaf when pain came, she almost died.
There are much more ninja on the battlefield against madara. Also remember that pains attack was targeted at the city itself not the citizen or ninja, while madaras attack was, not only would she have had to save them from the force of the attack what about the injuries that they would have sustained (aside from death).
1. Not enough chakra.
2. Too many people.
3. Attack too strong.

Dude this was a pointless post. the OP didn't ask if Tsunade could beat Madara. He asked if her splitting of Katsuyu could protect the Shinobi Alliance when Madara dropped the meteor on them.

OT: I say yes..............

.................for the 1st meteor. But she would be taxed as well as Katsuyu then the 2nd one would drop and it still would have resulted in what happened sadly.

No tsunade care barely protect anyone, if anything she can heal the damage with medical ninjutsu or summon the slug as a form of protection. But even still that meteor would've crushed everyone still. Only difference is that tsunade could have healed everyone afterward.
