Sunagakure hands down it is probably the weakest village out there :

1. They let 3rd Kazekage get kidnapped by Sasori who is mid level Akatsuki Member.

2. Rassa (4th Kazekage) got manipulated by Orochimaru and got killed in the process of trying to play with their allies.

3. Gaara got beaten by Deidara and their Defense System is very weak and very prone to attack .

4. They are the weakest and do not have enough shinobi to fight against strong enemies .

Because it isn't one of the five major hidden villages.

If we include that, we have to include Getsugakure, Yukigakure, Shimogakure, Tanigakure etc...

- Hidden Sand [No known elite shinobi ex. Kage and siblings]
- Hidden Rock [Just a few elite but got quantity]
- Hidden Cloud [Elite and quantity]
- Hidden Leaf [Quantity of elite]
