On paper, Kisame out classes Danzo. Truth be told. But, Danzo possesses a large amount of skills and just unpredictability that makes him more of a problamatic foe. I'd say it could go either way.

Danzo's Fuuton will not result in that much damage, since Samaheda will suck the chakra out of Danzo's fuutons before it does damage to Kisame. Just like Kisame's samaheda sucked off enough chakra from Bee's v2 lariat to ensure his survival. The exact same thing happens with Danzo's fuutons. Once the water dome comes out and Kisame merges with Samaheda, Danzo has no chance. The only way he can win is if he somehow lands his juinjutsu on Kisame.
