Totsuka is great and useful when fighting large targets or enimes who couldnt walk like Orochimaru or Nagato but its useless when fighting mobile Shinobi! They could just evade it with ease!

Like its a huge ass blade coming at you with average speed and any shinobi could just move or jump away
