nagashi is nature manipulation, not shape.(only Kirin uses any substantial shape)

Raikage natural durability has shown to be superior to his Raiton durability, as with the 3rd and 4th. Bee has touched Ay's body with no signs of electrocution, same goes for many others who have touched the Raikage without needing to initially bypass the Raiton armour (since it's gaseous after all).
