Naruto wanted to keep his promise to Sakura on bringing Sasuke back.

Itachi and Hashirama were the ones to change Sasuke's mind, and Sasuke is still away from the village.

Naruto's ninja way was about never giving up.

He gave up on Sakura, and settled for Hinata, the only person who wanted him.

He was able to fight in different areas of the ninja war with clones.

He cannot make clones do the Hokage work while he spends time with his family.

Said he could do anything.

Cannot bring Neji back.

Around the village the world developed, they have skyscrapers.

Under Naruto's reign, the village remained very undeveloped. (They only have laptops)

Said he will change the system.

Kept it as it was.

Naruto was not able to remain true to his ideology, failed to keep his promises and did not achieve something exceptional.

Well considering he rid the world of the greatest threat of its brief existence, momentarily ended the hatred plaguing the Uchiha, and helped Konoha advanced technologically, I'd assume he does deserve to be Hokage at this point.

He saved the world and the leaf village. That's more than enough and i bet naruto could have gotten any girl he wanted after the war.

Naruto gave up on Sakura because Kishi is a troll and said so, he became Konoha's hero, he deserved to be Hokage as he dreamed since he was little
