With hiruzen's smarts along with neji's byakugan awareness an defense i see them handing scenario 1 with fast air palm strikes to unbalance, then followed by Giant Shuriken shadow clone barrage to cut off a few limbs..
-Each time team 1 tries to attack they will be stomped by air palm an hiruzen's vast long range moveset which puts scenario 1 firmly in team hiruzen's favor, also enma staff will crush there skulls nuff said team 2 wins mid diff.

Scenario 2 goes to 5% katsuyu high diff.

Scenario 2 which would be harder can go either way when you think of Katusyu's ridiculous size. However, Hiruzen has shown to use certain Nature types with his clones and if his Fire styles can ignite, he'll ignite Katsuyu who would be the main problem.

Hiruzen and Neji win both scenarios. Even if you're biased against the Hyugas, it should be clear that Hiruzen>Tsunade. That alone is half the battle. Neji, at the very least, is capable of surviving long enough for Hiruzen to support him. Katsuyu isn't much of a factor. The acid's doing absolutely nothing with air palm and rotation, while Hiruzen would crush the slugs with Enma staff.
