Ay wins. He can dodge all of the explosive clay which is visible, and he has intel on the clay which can be in the ground. I cant remember if Tobi put his explosive clay in the ground for Deidara or not in the Sasuke vs Deidara fight, but still.

Isn't being charged before Deidara is in the air, and do note that Deidara can use a Nendo Bunshin which Ay won't notice, seeing how no one has ever noticed his bunshin speed, not even Sharingan users. So even if Ay reaches Deidara's altitude and swings, he's still hitting the Nendo Bunshin, thus the real Deidara counters similarly to how he did against Sasuke.

Raiton armour isn't like Chidori Nagashi, it has no electric effects and its gaseous, whereas Sasuke Chidori Nagashi is shape manipulated and has an electric effect as evident against Yamato's Mokuton and Bee's body respectively. People have touched Ay's Raiton shroud with 0 effects after all, whereas people who have touched normal Raiton have gone numb or have shown electrocution.

Why? He was fast enough to charge and still catchup with Naruto in the air after Naruto Jumped despite not being surrounded with his Raiton Armor

. No reason why he won't catch up to someone who would have to mold clay and then take flight. I don't see how Deidara being in close contact is going to harm Ay with his armor. In order to do so, he'd have to use explosives which means he'll get caught up in it as well.
