Guess what, i know many of you all know this but for those who don't , this is for them.

The anime narrator is the same dude who does smokers voice. LOL, it makes you think how hard he has to try to do smokers voice. All serious and angry in comparison to the narration which is calm and slow . XD

His name is Mahito Oba and he is 53 years old. He voices smoker in the series after the original voice actor of smoker passed away and also does the opening narration at the beginning of each episode.

I was thinking about that. And I don't have an exact answer. But he has been shown to be hot on the trail of luffy, it is possible that he got the accounts by interrogating other people or something.
