Yes but plot-no-jutsu required her to have some kind of weakness... Jean chose to die a human than live forever as a God that did nothing but destroy everything.
No one likes to hear about a completely unstoppable character... For example, Pre-Crisis Superman is by far the most over powered character I've ever heard of. That's why they peeled his powers WAAAAAY back. Most readers want to feel like the antagonist has to overcome impossible odds.

We'll never see Galaxy or Solar System busting feats from any of the top tier DBZ characters such as Goku, Vegeta , and Gohan, because they can't breath out in space, they don't want to take innocent lives, and they'll take themselves out in the process. So even if they are capable of such destruction we'll never see it, unless it's a Villain. All people can do is going by the power scaling in order to predict their potential, but the scaling is so inconsistent it's hard to tell.

In the anime Vegeta blew up a planet in the Saiyan saga yet they all get like 1000+ times and their Ki blasts that have more power should be strong enough to destroy the planet yet it doesn't.
