I would agree in the case of just teleporting them and leaving them. However, what KAguya does is pick off people 1 by 1. She doesn't just leave them. And if she left them there, then it wouldn't be winning.

Leaning towards Kaguya but Hagoromo should be able to summon anyone should they get sent across dimensions, unless its him, then they are screwed (though they are up against a OP person so they are screwed regardless)

Yes, teleporting everyone to the same dimension is instant, but to grab individually is not.
