He's really not that impressive. At the age of 28 he was struggling against Zabuza lvl shinobi. Itachi at the age of 13 was raping sannins.

The point of the matter was that Kakashi is a product of his own talent and intelligence. Yes those are good feats for Itachi, but it's a by-product of him being an Uchiha which grants him one of the most overpowered Kekkai Genkai's in the entire manga.

OT: Kakashi is arguably the most analytically adept person in the manga. His intelligence has been displayed throughout the manga countless times, as is his knack for ninjutsu prowess. If he had higher reserves and his full DMS potential was unlocked, he's easily on Juub Jin tier (I say DMS because he's lived most of his life with the Sharingan, so it's more or so a right of his).

You need to understand what counter is.

A counter to Tsukuyomi is basically immunity, such as Sasuke.

A check just avoids total damage, what Kakashi did was a check. If Kakashi was hit by Tsukuyomi again, the results would have been the same.
