Having an element does not mean they can use it. Naruto had Wind and automatically assumed that he was great. But Kakashi debunked it and said that he had to undergo intensive training to use Wind.

Kishi isn't consistent with the timeline. The DB says nagato & Konan are the same age as sasori (35) yet they should be at least in their forties.

Those elements everyone has is just what types of natures they have the potential to use. If you haven't seen the character use the said element, then you can't validate it as a feat, it just means said character still needs to learn to use it.

The databook is fanservice, but it doesn't matter in the end. Manga>databook.
