Hiruzen has no speciality ninjutsu so yes, he's above Hiruzen in Ninjutsu considering he created techniques which manipulate the Space-Time Continuum and summon souls back from the Pure World.

I'd say Hiruzen is close to Tobirama but by feats, Tobirama is something else.

Edo Tensei is one of the most powerful jutsu in the series, so powerful it became a device for plot.

It says he knows every nature based jutsu in Konoha, not that he's able to use them and as I've already said, it says he showed more potential in nature based ninjutsu, not all ninjutsu.

This is what the databook blatantly states, it's not up for debate. Kishi made quite sure that the reader knew he was talking about the five natures by repeatedly re-affirming as such.

Didn't the DB say Hagoromo Sage senjutsu gave Naruto understanding of chakra plus said Naruto's Tailed beast RasenShurikens was called the most marvelous ninjutsu in the Databook as well. After getting the Sage senjutsu, he was able to use yin yang release to recreate Kakashi's eye now add the 12 years to Naruto and he probably have a ton of ninjutsus. Tobirama created 3 forbidden ninjutsus (Edo Tensei, FTG, and shadow clone) while Naruto created FRS plus the 9 variations using the 9 Bijuus elements.
