Thats the summoning contract seal. How did they make a contract with Kurama? More importantly, where does Kurama go after its unsummoned? Is there some special location were all the tailed beast live like all the other ninja animals?

I'm assuming once they put the tailed beast under genjutsu, they forcibly make a eternal contract. Madara tried summoning Kurama when he was an edo tensei, but the only reason it didn't succeed was because Kurama was sealed with Naruto.
