Hello guys, I would like to share my theory about my favourite character unique Rinnegan ability. Ok Here I go:
First, Black Zetsu who seems to posses great knowledge about Naruto World stated this:
^^ It was begining of Rinnegan hype and difference between owner of eye and transplanted eye in no owner
^^ Later on, Madara stated as he was going to use full power of the Rinnegan and used Limbo Hengoku, his own unique Rinnegan technique:
After recieving power from Hagoromo directly Sasuke obtained new technique called Amenotejikara:
, which seems only unique ability to Sasuke. So unless Sasuke and Hagoromo shared this same ability it is safe to claim that Hagoromo has his own unique Rinnegan technique as well as all TRUE owners of Rinnegan have it.
I see three options for that:

I believe it was most likely first mentioned case, but Kishi had to restrict that and use only from time to time because else he would be unstoppable.

Hagoromo was the one who performed seals to call everyone back from kaguya dimenssion. He just lacked chakra due to giving it away to Naruto and Sasuke:
Hagoromo was able to summon them back from other dimenssion stating "Now i just need to bring them back", talking about easy stuff:
The ability to call spirits of previous Kages to impure world so they can help him:
