Easily? No. He dodged Amaterasu only after he used his V2 Shroud, something the Sandaime Raikage doesn't have. And his Lightning Armour doesn't function the way Naruto's Kurama chakra works, otherwise Ay would have remove the Amaterasu by resonating chakra off his cloak instead of having to cut his arm off.

How do u know he doesn't have V2 shroud?? That's like saying he doesn't have black lightning because he never used it
OT: raikage wins high diff everyone knows a little something about the sharigan especially a kage. There is no totsuka blitzes or amateratsu spam as raikage is faster. As such the only technique he has to worry about is tsukiomi. But he can easily dodge eye contact and blitzes itachi. But I don't know if susanoo can rank raikage a ultimate attack
