I don't think you're weird, I just think you're an introvert who is scared of being social and has no game. & don't tell a girl you've never been with or kissed a girl, that's just creepy and they will be weirded out. It's not about "having game" or being scared of sociality.

And unless the OP is a kid in school, the kind of women he likes shouldn't "weirded out" by the fact that he hasn't kissed a girl. But since he's 23, most women that he should seek are mature enough and more often than not, find it cute.

It's bad advice to not tell a woman, especially if they're one you see yourself getting close to. Why? Because they'll know as soon as the first kiss occurs that you've never kissed before. And they're likely to either highlight that fact or remain unsure of you.

Do tell a girl, but time it well because if you get it right, it breeds a powerful advantage. It shows a girl that you trust them enough to confide in them and that you're innocent. It can tickle that certain spot.
