Actually no. Naruto is heads and shoulders above Obito/Juubito, is above Juubi jin Madara(not anywhere near as much as he is above Juubito though), but below Rikudo. That's 2/3 Juubi jins in the manga Naruto is above, hence he's above "most" Juubi jins.

Only reason Obito seems so weak compared to other Juubi's jinchurikis is because Obito was restricted by his plan and what he had to achieve.. and of course then there is the whole thing about having an ego as a villain.

Obito, easily has the potential to beat Naruto.
