Yes, and it was somewhat hyped too, considering the only people Sasuke noted at the start were Lee, Gaara, and Neji. He fought Lee and Gaara, but never Neji. Oh well.

Given how the CM rendered Sasuke unconscious and in much pain during the tournament section of the Chuunin Exams (which would have been the only suitable time to fight Neji in pt one)... probably.

But, stomp is over-doing it. Neji would win med-high diff. Low-diff not so much. Sasuke has some idea of his abilities, he's not going to engage in taijutsu with him right off the bat.
