It was made by Hashirama's Cells! Hashirama's Cells contain Ashura's chakra. If he took it and mixed it with his Indra chakra. He could've been able to awaken the Rinnegan in his right eye later in his life or maybe even earlier since he was granted the Sage's Power. Not taking it was just his dumb move :/

Sasky's left rinnegan is a gift from Hago. Hago basically condensed 2 pairs of rinne and the 3rd rinne on madara's forehead into one eye and gave it to sasky. This is so that he could repel the mugen Tsukuyomi. Sasky did not awaken it himself. Neither will he awaken a second eye.​

He's whole move set revolves around he's eye techniques and he only uses he arm for lighting style and he's sword. He can use fire style without hand signs. The fact that he lost a arm doesn't really effect him.

This. If Hashirama cells had Ashura chakra still then Sasuke would have had both Rinnegans like Madara yet he didn't. Hagoromo stated that Madara got the Rinnegan before the transmigration ended and the current ones are Naruto and Sasuke so he needs Naruto's cells for that. Hagoromo yin chakra gave Sasuke his Rinnegan.
