Doubt it, FTG marks are different with the user such as Minato's and Tobirama's and their markings is made from their chakra so only they can teleport to that marking or teleport what that marking or their chakra touches. Minato could teleport the alliance by mixing his chakra with Naruto's as they gave the alliance more chakra which allowed Minato to FTG everyone out of the Barrier. Tobirama had to physically touch Minato to use Minato as a medium to teleport those with a Minato's chakra, he couldn't just do it.
Hiruzen can't just teleport to Minato's marking, Minato touched both Tobirama and Hiruzen to teleport them to his kunai's. Also, Hiruzen knowing all of Konoha jutsus could be that he just know of them; know how they work as a scientist could know how things work in their relative fields. He might know FTG well enough to be able to make his own version as Minato had but he didn't since there were plenty of times he could have used it but didn't so he only have knowledge on it.

You maybe right about FTG, but you misinterpret the Databooks when it came to his knowledge in Leaf techniques. Not only does he have deep knowledge in all of the Leaf's jutsu but he also had the skill to use them at will. That's includes the Hiden techniques from the clans that belonged to the leaf. Minus the KKG and eye techniques.

With Tobirama dead, it does make sense that Minato could had learned it from Hiruzen, Tobirama's prized student.

So because he showed a greater talent, that means Hiruzen surpassed Tobirama in everything?
For example, Hiruzen doesn't surpass Tobirama in speed or water style or sensing. So there's no reason to believe Hiruzens skill with FTG was any good (and this is all just speculation, he may not even know it).

That's actually what I was asking, did you mean Hiruzen lacked Tobirama's skill with Flying Thunder God, or just lacked Tobirama's level of skill? I suppose I just got my answer, though. It's true that every character has their own combat style.
