Naruto is NOT banned in the US. In fact, according to Shonen Jump, it is the best selling manga in the US.

I doubt the Philippine version with be dubbed in their native language before it is dubbed in English. It may be dubbed in English (common in the Philippines) and it is just a case that distribution deals were reached faster than they have been in the US.
