If you're counting war arc obito then he should be number one

Itachi beat kabuto...he resisted sound genjutsu and amaterasu overpowered kabuto's most powerful jutsu sage art inorganic reanimation but I'm not. going to. count. this...


Also deidara should be under kisame... deidara has3 jutsu that can ddestroy a village
