Yugito Nii is the strongest kunoichi, since she had almost perfect control of her bijuu and could easily enter Tailed Beast state at will. Next up is Fu and Kushina, assuming they can enter V2 form at will.

If Yuigto got shat on by the Zombie Duo, I can guarantee you that she wasn't completely in control of her Bijuu. Not to mention only Yagura, B, Hashirama and Madara were noted as people who can control the Bijuu.

Well I never implied that she was a perfect jin, but with her feats she low diffs Tsunade.

- Entered BM form almost instantly, at will (she was not enraged or experiencing intense emotion that we know of)
- Spat out a fireball that caused a large building to explode
- If she can go into BM form, she can enter V2 form at will as well, which gives her very high durability, speed, chakra arms, etc
- If she can do bijuudamas, they annihilate Tsunade
- Even Cat Claw jutsu could be useful in this battle

And I'd say she has a much greater degree of control over her bijuu than Fuu or Kushina since she easily entered Tailed Beast State at will, and she most likely trained at the Hidden Cloud's tailed beast temple. So that should make her stronger than the other female jins.
