Everyone thought Madara was dead after VotE so he had to attack Muu and Onoki before the fight with Hashirama when everyone knew he was alive and since the meeting of kage happened after that, the first was still in power and muu was a random and onoki was like 10.

-The first Gokage meeting is where Hashirama set the balance of power with the 5 nations and distributed the tailed beast. So this was after Hashirama and Madaras fight, when Hashirama took Kyuubi from him.

-Shodai Tsuchikage was in charge at that meeting, Muu was his right hand man behind him.

-Everyone, (including Onoki) thought Madara was dead so Madaras attack on Muu and Onoki in the flashback happened before the Hashirama vs Madara fight.

So my point still stands. Muu was a fodder and Onoki was a little kid.
