According to Black Zetsu who hyped Itachi himself, The weapon is as strong as the user/wielder is. Even neglecting that fact it still shows that Use of weapons and speed of weapon's attack is based on user own striking speed.

Of course I didn't forget that and as I said. The Itachi, who we saw in the manga with all Databook hype could still loose to them only due to speed and chakra amount disadvantage.

That taken in consideration if Itachi was healthy, Prime whatever which is boderline fanfic Yes, he would be higher most likely even having chance against SM Hashirama.
