Tobirama beats Gai in all speed categories comfortably. He beats him speed, striking-speed, reaction time, agility and reflexes. It was portrayed how he was fast enough to equal Juubi's Jinchuuriki, whereas Gai got negged in 7th Gate.

Tobirama could tag Juubito 5 times when the latter used his Shunshin. [

] Fun fact, Juubito is more than 10x times faster than 7th Gate Gai, and Tobirama could perfectly predict his movement and tag him during the event, which clearly shows Tobirama can time his attacks faster, his agility and reflexes are all faster as well. But not only that, he also had Juubito almost caught in V2. [

It's pretty clear when it comes to speed, attack speed, reaction time, agility, reflexes...Tobirama wins in all of them. He simply tags Gai and teleports to the area he marked, then teleports right back at Gai to blitz him via Hiraishingiri.
