I don't think its based on popualrity so much, although it was definetely a factor.

It's more like
Biggest Factor = effect on plot
Second factor = how much information is already on them
Third factor = Popularity amongst fans.

Hence why irrelevant people who are dead have so many pages. They are popular and have little information on them.

hinata has as much screen time as ino and we knew more about her then ino. hinata still got more pages

Hinata in the new movie will play a major role + she's more popular.
