If Sasuke does, everyone does.
Sasuke always had it, he just chose to ignore it and isolate himself to grow stronger. He was never a villain at heart.
People like Kakuzo, Orochimaru, Hidan, etc. are all examples of people who don't have empathy and do things with selfish desire. Even the Tsuchikage and Raikage did things to help their village out of selfishness. Without Naruto there chasing after everyone who does something like that the system will fail again, just like it did with Hashirama.
Naruto wanted to save Sasuke out of selfishness too. Nothing isn't done out of selfishness, otherwise it wouldn't be done at all.
The point is that Naruto failed and one villages will attack another sooner or later.
Naruto won over the two most hateful beings in the world. He will quell any conflict with no difficulty.
Yeah, I guess Kakuzo and Orochimaru don't exist in your world, and he's immortal too.
Orochimaru seemed to lament towards the end. And we don't know enough about Kakuzu.
Naruto-dead=peace-dead.
His ideals will remain in people's hearts for a long time. It may not be permanent, but it will never disappear completely.
Why of course.
