With prep time Konan wins, however I have my reasons to believe 10% of the slug + the regeneration can help them to survive the explosions. This however, is debatable.

Tsunade solos Sakura solos if Konan has no prep time. People made a Sakura vs Konan before and Sakura won iirc.

If Konan has Paper Ocean she beats them one on one, with two it's incredibly debatable because of 10% Katsuyu.
