Naruto did surpass all the previous ones. Gaara is weaker then the 3rd Raikage and that was pretty much proven in many points. And as for the others, they, to my eye look certainly weaker than all the previous ones.

Gaara > Previous Kazekage
Kuro might have the potential to surpass Ohnoki should she master Jinton like Ohnoki and having a varied arsenal (she's already extremely proficient in Doton from a young age)
Chojuro is very likely to surpass Mei
Darui has better elemental ability than Ei, but I doubt he surpasses V2 Ay's speed, however he kept up with V1 Ay. It's possible he surpasses him.

Yeah Bull shit if you believed they killed the 2nd Hokage they did surpassed their predecessors they achieved something they haven't PEACE
So yeah but in terms of strength we really dont know not enough feats.
Except for Gaara and Naruto

It was clear throughout the fight that he could only match one of them and that is to a draw.

He only managed to win due to trickery and the Sage Tools which he no longer possess not because of superior skill

Kurototsuchi..i do not think she can handle a invisble Muu or Flying Oohnoki with dust realease spamage.
Darui..i do not even think he can even hit the raikage. They are also of the same element so raikage is pretty safe with his lightning armor
Chojuro with Mei...maybe..not so sure
