Police are back in Konoha, also laptops and modern cities not new

There was talk of police in the newest chapter. I wonder if they're as strong as the old Uchiha Police Force. And people, there was laptops back when Choji was recovering from becoming all skinny, and a modern looking city was shown when Nagato was fighting Jiraiya and he was talking about his tailed beast weapon.
