If Hinata said nothing then Naruto may have went over to Obito's side.

What you listed here is a High Kage level ninja easily. FTG alone made Minato Kage level, adding a Perfect Sage Mode, variety of summonings and the pinnacle of chakra control as an attack? You can also incorporate the fact that the user can put their chakra nature in if they are able to. That's far above Jonin and or normal Kage.
