Apparently Naruto stepped down from his position of a Hokage! So who was going to be the 8th Hokage? Was it Sasuke?

I think kiba was telling some story of the past saying that he beat naruto or something, but addressed naruto as the 7th hokage. I don't believe he meant naruto is stepping down as hokage.

Kishi was setting up chapter 700 to surprise readers that naruto was the seventh hokage, so he had everyone in the manga called him the seventh hokage instead of naruto, including kiba.

kiba was telling the girl about his past, probably his fight he had with naruto, and he was stating how naruto "stepped down" in this fight, when he said seventh hokage he was referring to naruto, but kishi was hiding that naruto was the hokage.

and so kiba was telling the girl this story and then he went to confirm with akamaru, where akamaru does a fake grin, and the girl didn't believe
him and so she went "Mhhmmm"
