Until Naruto expresses any inkling of having feelings for Hinata, it's ridiculous to assume he sees her as his "true love". I refuse to acknowledge Naruto's Kyuubi transformation in result of Pain's attack on Hinata, as any sort of declaration. We have nothing to suggest that he wouldn't have reacted that way for anyone else in the village that had been brave enough to put their lives on the line for him.

For now, the only suggestion has been that Naruto's romantic intentions revolve around Sakura. While hers are mainly focused on Sasuke. Or at least were, until recent manga developments, and possible hints of her caring deeply about Naruto (romantically, or not).
