Why would Kishi put cities in Narutoverse?

Seriously , I thought their world was made up of villages. This kinda ruins the image I had of their lifestyle. I mean it doesn't even make sense , why would you live in a village when there are cities? And you know what's ironic? its shown in the last chapter for the first time. Second scan , above the hokage faces :

They aren't going to be neanderthals for their whole existence. They will eventually evolve to new technology whether you like it or not (Wasn't a big fan of it too) but in times of peace they have time to invest into other things.

Amegakure's buildings have their own steampunky style to it, it still looks like fantasy.

I feel the same, I didn't like it myself. Bad enough the power scale evolved so much once Madara was introduced but now we have the civilization making pretty drastic changes, pretty quickly too.
