Not even close. Both Itachi and Minato are are at the top of High Kage level or a little over it. They're both on SM Naruto/MS Sasuke level.​

BM Naruto cannot use Avatar clones, only RM avatar can, unless you can prove otherwise.

Why though? He used it himself previously and then we saw his clone replicate the same thing. I don't see why he can't use it when his clone is using it.

1. That isn't evidence that they can do it at the same time. Naruto using the Kurama Avatar and then his clone using it isn't equivalent to both of them using it at the full time. Not to mention that wasn't even a full transformation that the clone used, it was just the head.

-The one charging the Bijuu Dama was the real Naruto. Go to the next page, and you see the one not in the Avatar enter Sage Mode to sense the Juubi's power, then a chapter later you see the Sage Mode Naruto clone being poofed. The real Naruto never dropped his Avatar, not until he was forced to, so there is no way that the one shown charging that BD isn't the real Naruto. The Naruto with Kakashi was a clone the whole time.

2. He only did that after getting Rikudo's Power.

3. No proof that he gets handed enough chakra to make two Kurama Avatars at once.

Pretty sure If Naruto could've used BM simultaneously with a shadow clone, he would've done it in the war. Doesn't sound possible to me. Nor does an EMS user using 2 ps with a clone sound plausible at all.
