Doubt that could happen to you, but the procedure in the OP is a natural way for that. Also, your brother was like that because at a very young age, your eyes haven't fully developed their full pigmentation.

That colour change is because the pigmentation takes time to develop. Some babies are born with blue eyes, or a typically lighter eye colour because it lacks pigmentation. Depending on if they inherited the dominant brown eye gene, they would gradually have their eye become brown.

If you even want to call it a procedure it takes less than 10 minutes in total and it's not even considered surgery. It's completely natural.
