i mean he was able to turn goku into a kid, considering how normal shenron would have lacked the power to do that, since goku was much more stronger than him, just like how he wasent able to defeat the saiyans that approached the earth.
also the dragon balls instead of flying off somewhere in the earth, they literaly scatter all over the universe which shows how ultimate shenron has the power not only to exist on earth but anywhere.

but then what about the namek that created him, is he above omnipotent? HEY guys do you think in the next movie, piccolo might get a power up, i mean nameks are soo underrated but they literaly have the power of gods to create dragons that can resurect anyone infinite amount of times and even turn opponents like goku powerless if they wanted too. i think nameks are the true kings in dbz universe, i mean even beerus and whis needed help from the shenron to know how the super saiyan god works, that means that shenron is not only omnipotent but also omniscient
