I feel like translating these pages, and I'm posting this for everyone else's enjoyment too. I've split these pages up as 'Sand Village' so its easier to find. If you see other pages in the link I've missed, I can add do those too.
If you want me to translate another section unrelated to this topic, PM me.

In order to avoid the strong sunlight, the skin is not exposed. Throughout there are people who wrap their heads in cloth to cover their heads.

砂隠れの里編
The Kage and traditions handed down to each village.
The village hidden in the sand.
砂漠に囲まれた砂隠れの里。小規模でありながら、多くの優れた忍を輩出している。伝統を重んじる里でもあり、上役が集う円卓の間には、歴代風影達の石像が飾られている。
Surrounded by the desert, the village hidden in the sand. Though it is small, it produces many excellent shinobi. It is a village that honours tradition, the round table where superiors gather, decorated with statues of former Kazekage.
三代目は砂鉄、四代は砂金を操っていたように、砂に関連した術を使う。一方で個々の戦力を上げるため人柱力や毒の研究にも力を入れている。
The third and forth Kazekage manipulated iron sand and gold, respectively, using an art that was connected to sand. In order to increase the individual war potential of each, one focused on Jinchuriki and poisons research.

He conducted a careful and farsighted government that enriched the vast land of sand.
砂漠が国土の八割を占め、資源が乏しい砂の国は常に内乱が起き、一族同士の戦いが絶え間なく続いていた。 群雄割拠の時代に圧倒的な力でまとめあげ、砂隠れの里を形成した烈斗。里の発足後烈斗は国力増強のため、各隠れ里との交渉に尽力した。
Desert accounted for 80% of the land, resources were scarce, internal disturbances were always happening and fighting between clans continued incessantly. In an era of rivalry between local chiefs, Reto gathered overwhelming power and formed the village hidden in the sand. After the establishment of the village, Reto, for the increase of the nation's power, made an effort to negotiate with each hidden village.

⇧ 戦争勃発への危険を冒すも、強気な交渉を進める。
Pushing forward aggressive negotiations, he even risks the outbreak of the war.

I'm not sure about this one. Something about 'for oneself', 'not agitating stagnant sand'?

With profound research and knowledge of ninjutsu and with exceptional talent, he learnt the Third Kazekage's Jiton Ninjutsu.
国からの軍縮の命により、砂隠れの里の運営は弱体化を始める。羅砂は修得した磁遁忍術で集めた砂金を里の資金とし、また実息子我愛羅を人柱力にしてまで里の繁栄と、戦力の尖鋭化に力を注いだ。しかし、志半ば密約を結んだ大蛇丸に殺害される。その後第四次忍界大戦時に ”穢土転生” で蘇り、砂の里と息子の成長を見届ける。
Because of a command of disarmament from the country, the operation of the sand village begin weakening. The funds of the village were collected with the magnet style ninjutsu that Rasa mastered, and in addition made his own son Gaara a Jinchuuriki for the prosperity of the village, committed to sharpening the military power of his village. However, he was murdered by Orochimaru, who signed a secret pact with another motive. Afterwards, during the forth great ninja war, he was revived using the "Edo Tensei" and saw that the village and his son had grown.
⇩「価値の無い物」と見限った過去に、深い悔恨を感じる。
In the past that he gave up on, it was "worthless", and he now feels a deep regret.
⇦砂金を操る忍術は、我愛羅の守鶴を封じるためにも活用した。
The jutsu that manipulates gold sand was also used in order to combat Gaara's Shukaku.

Ancestor that revived the wind, multistory buildings built on sand.
初の五影会談、砂隠れの里の運営は、資源の確保から 武力向上に焦点を置くようになっていく。二代目風影に就任した沙門は、さらなる軍拡への道を歩み出した。。。！！ まず古くより寺院で封印していた、一尾の兵器運用を目指し、尾獣の？？研究に力を注いだ。さらに忍の代わりとなる傀儡忍術や地の利を活かした忍術の開発など、少数の忍で複数の相手と戦える忍術を編み出す。 沙門の軍拡政治により砂隠れの里の軍事力は画期的な発展を遂げる。次代の砂隠れの里の忍は、先代達の技術を伝承、昇華させ、数々の優れた忍と忍術を輩出、開拓するのであった

Shamon, who was appointed second Kazekage, embarked on the road to further military expansion...! ! Firstly, with the aim of handling the ichibi, that was sealed in a temple from ancient times, as a weapon, he concentrated his energy on researching the tailed beasts. Furthermore, he made use of puppet ninjutsu, to become a replacement for shinobi, the geographical advantage and the development of ninjutsu, etcetera, and worked out a ninjutsu that fights using few shinobi with multiple partners. Due to military expansion of Shamon's government, the hidden sand village's military strength achieved groundbreaking advancement. There are sunagakure shinobi of the next generation, who inherited the techniques of the previous generation, were elevated to a higher level, produced numerous excellent shinobi and ninjutsu because of his pioneering.
