Lawl, you realize Orochimaru left the village for over ten years, right? Lose the fanboyism for a second and think. In those ten years, Orochimaru could've expanded greatly, hell, Hiruzen didn't even know he possessed Fushi Tensei or even Edo Tensei, that alone proves my point. From what Anko REMEMBERS, she made that statement. She had no knowledge of what he was capable of at that point in time, and saying otherwise is ridiculous. Kakashi was frightened because of the killing intent that radiated from Orochimaru's mere presence. Ay hasn't fought everyone in the world, his statement only contributes to the people he fought, and the rest is opinionated.

That would make sense but since when can puppets mould chakra unless he has his own set of human puppets like Sasori 3rd Kazekage.

He is a human puppet marionettiste and human puppets conserve the affinities of the person even when dead like Sasori explained and he even possess Sasoris puppet as well as his entire arsenal that he left to him and Sasori had puppets capable to use at least 3 or 4 elements
