Yes but it breathes life into pre-existing form. Shadow Clones literally appear out of nowhere. It makes sense that a Kage Bunshin user would first think of copying themselves (Yin; imagination) and then breathe life into that form to bring forth the clone (Yang; breathing life into the form).

No. It just shows what they are (I.E. Jinchuriki, Kekkei Mora user etc.). Has nothing to do with how Godly one person is. Hagoromo has multiple because he is many things in one; Jinchuriki, Kekkei Mora user, Dojutsu user etc.
